Julie was born in Moscow, Russia and was raised in New York City and Plainsboro Township, New Jersey.  She  is the daughter of Abram and Tanya Roginsky, who were Soviet dissidents of Jewish descent. Julie was primarily raised by her grandparents until  in 1980  when she and her parents were allowed to leave the Soviet Union. Julie’s grandparents were prohibited from leaving the Soviet Union and became Refusniks for over a decade until they, too, emigrated to the United States in 1990. Prior to settling in the United States, Roginsky and her family lived briefly in Paris and London.

Julie filed a lawsuit in the New York Supreme Court in 2017, against Fox News, Roger Ailes, and Bill Shine, alleging sexual harassment. In December of 2017 she settled the suit.  She claimed that Ailes offered her a permanent position on The Five if she would have sex with him, and retaliated against her when she refused.   Julie still appeared in news segments on Fox News as of April 2017, despite her active legal claims against the network. Julie’s last day on Fox News was June 30, 2017.

Julie was first hired by Emily’s List to work on the congressional campaign of Dale McCormick.  Dale was running in a Democratic congressional primary in Maine’s 1st Congressional District. During that election, Julie worked for Rep. Frank Pallone of New Jersey, whose campaign she successfully managed against Mike Ferguson.

Julie was the first woman to manage the New Jersey Democratic Coordinated Campaign in 1999.  During this time the Democratic caucus gained three seats in the General Assembly.  Subsequently she served as the communications director at the New Jersey Democratic State Committee. She became the Washington, DC-based Communications Director for Jon Corzine in 2001 upon his election to the United States Senate.

Julie founded Comprehensive Communications Group, a political consulting and public relations firm in 2003.  It has worked on behalf of Fortune 500 corporations, elected officials and non-profit organizations. Senators Cory Booker and Frank Lautenberg and Reps. Albio Sires, Steve Rothman and Frank Pallone have been among the firm’s clients.

Julie has served on the Board of Directors for the Women’s Campaign School at Yale University since 2005.  This is a non-partisan leadership program whose goal is to increase the number of women in elected and appointed office. Among the school’s graduates are Senator Kirsten Gillibrand and former Rep. Gabrielle Giffords.
